Annual Conference of the PAN Parks Foundation
Implementing non-intervention management in Europe’s wilderness areas

Background
PAN Parks works to protect Europe’s wilderness, the continent’s most undisturbed areas of nature. Certified PAN Parks often face management conflicts due to the misinterpretation of legislation.
This especially applies to our members from the European Union member states, where the Habitat and Birds Directives[1] (Natura 2000 network) provides the legal framework. In order to diminish the conflicts, PPF aims at creating a thorough legal framework by policy lobbying.
In order to implement the above objective, PAN Parks Foundation in cooperation with other organisations started to lobby for wilderness on European level. There are various significant successes of this lobby work:
1. The European Parliament adopted a special report on wilderness in February
2. The European Commission supported a European conference on Wilderness and Large Natural Habitat Area, which led to the creation of the Agenda for Europe’s Wilderness
3. The European Commission decided to create an Ad-hoc Working Group on the management of Natura 2000 sites which will also deal with non-intervention management

Our annual conference in 2009 will focus on how our network can utilise the growing interest in wilderness conservation and how we can ensure non-intervention management becomes a mainstream practice in conservation.

The 8th Europe’s Wilderness Days is supported by EU Life NGO Operating grants programme (No. 07.0307/2009/SI2.533676/SUB/A1)

[1] These directives are focused on conservation status of certain focal species while a wilderness management regime (non-intervention) does not assure the PA manager that they can meet such legally binding targets. In some instances this makes PA managers reluctant to embrace the wilderness concept and thus is an obstacle to further the wilderness agenda. This issues as been discussed at length during the Prague Wilderness Conference which was initiated and attended by EU delegates.

[3] There will be three groups formed to deal with each theme. There will not be circulation among groups this time!
